Once social workers for children have gathered all the info how long til all services are set up? marriage?

Im under a voluntary safety plan so still have custody.what was reported was I had limited prenatal care and no food and had cognitive delays. I proved I had 11 appointments and had tons of food in pantry and ped mental evaluation. They keep saying my kids are coming home but dont know when and they have to set services up first. does anyone know how long it can take?
