Who determines the name of abonded child?

CPS will be given a name by the courts, the name the courts will use on the court doents. If the baby enters the foster care system then they may allow the foster mom to rename the baby but usually it is the courts that name the baby. They keep that name until the parents can be found or the child is made available for adoption due to abandonment.
